Before the start of the project:

Be clear on requirements

Produce quality code

Set up the right environments for QA

Conduct test coverage and tests cases review sessions regularly

Define QA for your team

If ongoing project

 

The main goal is not to clean bugs in the products directly but rather make sure that practices that caused those bugs wont be repeated.
